time of transmission, been approved by the
Legislative Council. It is intended that
the S. of S. should not normally approve
expenditure until it has been approved by
expenditure contained in the the Legislature and the Schedule of additional
provision should accordingly in future be
wholly approved by the Legislative Council
before transmission to the Secretary of
State unless special circumstances render
it desirable to obtain the Secretary of
Bar of
State's approval before the Legislative
Council, in which case it will be given
subject to the subsequent approval of the
Legislative Council.
